Two elite Paris police officers guilty of raping Canadian tourist: reports

PARIS — Two elite French police officers have reportedly been convicted of gang-raping a Canadian tourist inside Paris police headquarters.

Local media reports say that the two anti-gang officers were handed seven years in prison and ordered to pay 20,000 euros in damages.

The victim, Emily Spanton, who agreed to be publicly identified, is the daughter of a Toronto police officer.

She was 34 when the officers raped her after a late-night encounter at a nearby pub in April 2014.

Spanton said she felt she would be safer going to the police station than to her hotel.

The officers, Nicolas Redouane and Antoine Quirin, had denied raping her.

Kylie Minogue calls police over man repeatedly buzzing intercom: report

Kylie Minogue has reportedly contacted police over an alleged male stalker.

The 50-year-old singer called the emergency services when the man “repeatedly pressed the intercom button to her home for hours on end last Wednesday and refused to leave”, one of Kylie’s neighbours in Chelsea, west London, told The Sun.

“Kylie was quite upset and called in police. They spoke to Kylie, and also the suspect in the street for quite a while,” the neighbour added, commenting that the incident appeared to be part of the man’s “sustained campaign” against the star.

A female resident of the exclusive area added to the publication that she had warned Kylie about the man, who is believed to be in his 40s with a thick European accent, after he began making enquiries about the singer last month.

“A weirdo guy was lurking around. He went door to door asking people where Kylie lived,” she said. “I don’t think anybody alerted the police, but we gave her a heads-up because it wasn’t normal behaviour.”

After police were called, officers issued the man with a first-time formal warning, but did not arrest him.

“Both parties were spoken to and the matter was dealt with by the man being issued with a first-instance harassment warning,” a spokesperson for the Metropolitan Police said in a statement.

And in the wake of the scary incident, a “shaken” Kylie is believed to have beefed up her security.

“Obviously she was very shaken by what has happened, as anyone would be, but she has taken the sensible steps,” a source told The Sun. “She has always had security arrangements and people who she trusts nearby especially for when she goes out, but she will, of course, be looking at other options.”

It’s not the first time Kylie has been the target of unwanted attention from fans. The Spinning Around hitmaker has previously had four stalkers, the most recent of which came in 2012, when she revealed a “deluded weirdo” was sending her threatening messages on Twitter. She called police to report the crime, but nobody was arrested.

BUNCH OF BOLOGNA: Woman claims she’s receiving pee-soaked deli meat on doorstep

A woman has been left scratching her head wondering who keeps leaving disgusting surprises at her New Mexico home.

Since the beginning of the year, Albuquerque resident Sharisha Morrison claims an unknown man has been dropping off “deli meat mystery” at her doorstep.

“He’ll just walk up and drop it on the little doorknob right here and then walk away,” Morrison told news outlet KOB4. “That’s all he does. Every single time.”

Morrison said the man delivers what looks like pieces of a sandwich in a plastic shopping bag. The bag usually contains pieces of bologna and bread.

At first the woman thought someone was leaving food as a nice gesture, but upon smelling the special delivery, she realized that wasn’t the case.

Morrison told KOB4 the delivery smelled like urine.

“I just want him to stop. I really do … Also, like I don’t want anything more to be in there, like is it gonna be feces next time instead of urine?

 

She’s not the only one that’s suffering from the man’s actions, saying that her neighbours are moving out of the area because they have received similar deliveries.

Morrison said she doesn’t “want like some random guy creeping around my apartment” because she has a young infant.

The incidents have been captured on surveillance video. Cops have told the woman there’s nothing they can do unless the man is caught during a delivery.

Police have told Morrison they will increase patrols in the neighbourhood.

TV graphic calling Tom Brady a ‘known cheater’ gets producer fired

PITTSBURGH — A Pittsburgh TV news producer who was fired for writing a graphic calling New England Patriots quarterback Tom Brady a “known cheater” says he was just trying to have a little fun.

Michael Telek tweeted Wednesday that he got fired from KDKA-TV for putting the phrase underneath Brady’s name in the Monday news segment.

He told the Pittsburgh City Paper that since most Steelers fans despise Brady, he thought he’d have a little fun with the description.

He says he understands why he was let go, but is a bit worried since he just bought a house.

His friends launched a GoFundMe page to help him out, and he says once he finds a job, he’ll donate the money to a charity in Brady’s name.

He says he actually thinks Brady is the greatest quarterback ever.

Nebraska boy, 15, gets decades in prison in drug dispute killing

OMAHA, Neb. — A judge has sentenced a 15-year-old boy to 22 to 48 years in prison in the fatal shooting of an Omaha teenager during a dispute that prosecutors say involved drugs.

Tyon Wells was sentenced Wednesday after pleading no contest in November to second-degree murder in the death of 17-year-old Zachary Parker. Prosecutors say Wells, who was 14 at the time, shot Parker in February in a dispute over marijuana.

Wells’ defence attorney sought to have his client tried in juvenile court. Douglas County District Court Judge Shelly Stratman refused, noting Wells’ connections to gang life, drug use and violence at school.

Stratman says Wells should take this second chance as an opportunity to challenge and educate himself.

State law says Wells could be eligible for parole in 11 years.

‘The Batman’ set for 2021 release, star to be determined

LOS ANGELES — Who will be inside the suit remains unknown but “The Batman” has a release date.

Warner Bros. on Wednesday announced that Matt Reeves’ stand-alone Batman film will hit theatres in June 2021. Ben Affleck was previously set to star in the film following his performances in “Justice League” and “Batman v. Superman,” but a new Caped Crusader is to be cast.

Affleck, who was at one point also to direct “The Batman,” tweeted that he’s excited to see Reeves’ vision of the film “come to life.”

Warner Bros. also dated the next “Suicide Squad” film, to be written by James Gunn, for 2021. The studio set an adaption of Stephen King’s “The Shining” sequel, “Doctor Sleep,” for November this year, and Robert Zemeckis’ “The Witches” for October 2020.

JAVA ON THE GO: Tim Hortons introduces Double Double Coffee Bar

As if a cup of Tim Hortons coffee isn’t portable enough, the company is introducing a snack-sized option for those in need of a java fix on the go.

On Wednesday, the java chain announced the Tim Hortons Double Double Coffee Bar — an edible treat made from coffee beans. While it’s roughly the same size as a candy bar, the Double Double Coffee Bar doesn’t contain any chocolate but rather has a “silky texture with an espresso bean finish,” according to a press release.

Tim Hortons claims the confectionary treat contains caffeine and is great for coffee and non-coffee lovers alike.

To be released this fall, the coffee chain claims the Double Double Coffee Bar is java replacement for those always on the go that need a quick dose of caffeine.

Man accused of livestreamed sex assault is arrested, charged

ATLANTA — A man accused of sexually assaulting a woman who captured the apparent attack on Facebook Live has been arrested and charged with forcible sodomy.

News outlets report Atlanta police say 34-year-old Dominique Williams surrendered to police Tuesday. Williams is accused of assaulting the woman this month at the Opera Atlanta nightclub, where she’d been livestreaming herself dancing.

The woman can be seen in the video shouting for help in a slurred voice and repeatedly screaming “stop.”

Williams’ attorney, Shequel Ross, has told Rolling Out that his client denies sexually assaulting or drugging the woman. Williams remained jailed.

The victim’s lawyers said in a statement that the arrest is vindication for her, and that they are investigating what they call false statements about her spread on social media.

‘BBQ FINGER’: Ariana Grande attempts to fix tattoo error, ends up making it worse

Ariana Grande tried to fix her misspelled palm tattoo but ended up making things worse.

The Thank U, Next hitmaker took to Instagram earlier this week to show off her new body art – the title of her single 7 Rings etched onto her hand in Japanese Kanji character symbols. However, lots of fans noticed that the tattoo was missing a symbol and actually translated to “shichirin,” a word for a BBQ grill.

In order to fix the error, Grande has paid another visit to tattoo artist Kane Navasard, and on Wednesday, she uploaded a new photo of the updated ink.

“Slightly better. Thanks to my tutor for helping me fix and to @kanenavassard for being a legend. And to my doctor for the (numbing medication) lidocaine shots (no joke),” the star wrote alongside a black and white snap of her design on her Instagram Stories. “RIP tiny charcoal grill. Miss u man. I actually really liked u (sic).”

However, many social media users noted that Grande hadn’t actually managed to fix the tattoo, as the new character symbols mean it now says “Japanese BBQ finger” or “small charcoal grill finger”, instead of “7 Rings”.

Soon after Grande shared the originally misspelled tattoo online, she garnered a huge amount of attention and was made fun of in many Internet memes.

Yet, she later explained in a response to a Twitter follower that the reason for the incorrect tattoo was simply due to the awkward place that she had selected for the design.

“Indeed, I left out (the other symbol) which should have gone in between. It hurt like f— n still looks tight. I wouldn’t have lasted one more symbol lmao (laughing my a– off). But this spot also peels a ton and won’t last so if I miss it enough I’ll suffer thru the whole thing next time,” the 25-year-old wrote. “‘It’s 99 per cent gonna go away,’ (my tattoo artist) said… He was like, ‘That’s the most painful spot for sure.’ I was like, … ‘I’m curious.’ For sure. Also that’s how u end up w tiny grill / circle / tambourine on your hand.”

Private jet carrying Canadian comedian Russell Peters blows tire, makes emergency landing

MORRISVILLE, N.C. — A private jet carrying a comedian who had just performed in North Carolina had to make an emergency landing at Raleigh-Durham International Airport.

News outlets cite an Instagram post from Canadian comedian and actor Russell Peters, who says the plane suffered a flat tire while taking off late Wednesday night. He says the pilot made the announcement 30 minutes into a flight to Texas on the way back to Los Angeles.

The pilot burned off some fuel before making a bumpy landing at 1:30 a.m. Peters says no one was hurt.

RDU officials say there were seven people on board. Peters and his crew were able to take a later commercial flight.

Peters had made a stop on his “Deported World Tour” at the Durham Performing Arts Center on Wednesday.

Robert Swan Named CEO of Intel

Intel today announced that its board of directors had named Robert Swan, its CFO and interim CEO, as full-time chief executive officer. Mr. Swan will be the company’s first CEO with financial background.

Mariah Carey shakes off boycott calls for her Saudi concert

DUBAI, United Arab Emirates — Mariah Carey, one of the world’s most celebrated artists, is performing in Saudi Arabia on Thursday for the first time, but there’s a growing chorus of Saudi women calling on her to cancel the concert to show support for detained women’s rights activists.

Carey is the highest-profile star to perform in the kingdom since it began loosening decades of restrictions on entertainment, music and fun as part of a push by Crown Prince Mohammed bin Salman to overhaul the economy and transform society.

But activists say her concert is an attempt by the government to polish its image after the Oct. 2 killing of Saudi critic Jamal Khashoggi inside the Saudi Consulate in Istanbul.

It’s a dilemma that other celebrities could face as they ink multimillion dollar deals to perform in Saudi Arabia. The kingdom’s General Entertainment Authority has promised a roster of major performances and sports exhibitions by the world’s biggest names.

Carey’s publicists told The Associated Press in a statement that when “presented with the offer to perform for an international and mixed gender audience in Saudi Arabia, Mariah accepted the opportunity as a positive step towards the dissolution of gender segregation.”

“As the first female international artist to perform in Saudi Arabia, Mariah recognizes the cultural significance of this event and will continue to support global efforts towards equality for all,” the statement said, adding that Carey looks forward to bringing inspiration and encouragement to all audiences.

In December, the kingdom hosted a Formula-E car race in Riyadh, where thousands of young Saudis and hundreds of international visitors partied into the night at concerts by Enrique Iglesias, The Black Eyed Peas and DJ David Guetta.

Omaima Al-Najjar, a Saudi woman who fled the kingdom to seek political refuge abroad, said the concerts are a diversion from the Saudi-led war in Yemen against the neighbouring country’s Houthi rebels, human rights abuses committed under the crown prince and repressive male guardianship laws that restrict women’s freedoms.

“The Saudi government is using entertainment to distract the people from human rights abuses because it can sense the anger among the public,” she said.

Al-Najjar is a co-founder of Women for Rights in Saudi Arabia, or WARSA, which launched a petition calling on Carey to boycott the country. The petition aimed to publicly pressure Carey because “she has power to stand for women … as an artist and as a female,” Al-Najjar said.

Activists are tweeting at Carey directly, urging her to take notice of the prominent Saudi women’s rights activists imprisoned since May who had long campaigned for social changes and women’s empowerment. The women, who include activists in their 20s as well as mothers, grandmothers and retired professors, have been accused of vague national security violations in connection to their human rights work.

Al-Najjar said artists like Carey should make their performances in Saudi Arabia conditional on the release of the women’s rights activists. A boycott would not impact ordinary Saudis because many cannot afford the concert’s ticket prices anyway, she said.

Tickets for Carey’s concert start at around $80, and VIP seats — already sold out — cost $530. The average monthly wage for Saudis is around $2,600, according to the General Authority for Statistics.

Alia al-Hathloul called on Mariah Carey to remember her sister, Loujain al-Hathloul, who she says has been abused and threatened with death while in detention because of her activism, which included defying the kingdom’s ban on women driving before it was lifted last year.

“Remember, thanks to my sister @LoujainHathloul, you r able to perform in Saudi Arabia. I wish she can attend your concert. But she’s locked behind bars because she tried to improve women’s condition. Don’ forget to thank her on stage,” she wrote to Carey on Twitter.

Saudi female artist Ms Saffaa wrote on Twitter: “Will @MariahCarey be singing ‘It’s a long road when u face the world alone. No one reaches out a hand 4 u 2 hold’ to imprisoned female #Saudi activists @LoujainHathloul, @Saudiwoman, & @azizayousef?”

Both women, as well as Al-Najjar, made their pleas from abroad, where they do not face the prospect of arrest for speaking out.

Carey is to perform at King Abdullah Economic City, a two-hour drive north of Islam’s holiest site of Mecca. The Economic City, built as a sort-of enclave for foreigners and Saudis, is gated and can only be entered with permission from security.

The concert, which includes DJ Tiesto, has also drawn the ire of some ultraconservatives on Twitter, angered that it is taking place in the greater region of Mecca.

The General Entertainment Authority’s online flyer for Carey’s concert shows her only from the waist up, with a red scarf draped over her arms. Women in Saudi Arabia are required to wear loose, long black robes known as abayas in public. Most Saudi women also cover their hair and face.

Still, a concert like this would have been unthinkable until recently. Religious police used to enforce strict gender segregation, scolded women for not covering their hair and barged into restaurants to demand music be turned off.

The changes have a powerful backer in the crown prince, who is seeking to boost domestic spending and draw attention to his reforms.

Efforts to brand him a reformer took a hit after Saudi agents close to the crown prince killed and dismembered Khashoggi, a Washington Post columnist who was critical of the prince’s crackdown on dissent. The U.S. Senate and U.S. intelligence have blamed the crown prince for the killing, but Saudi Arabia insists he had no involvement.

Thursday night’s concert is taking place at the Saudi International golf tournament. The European Tour has drawn several of golf’s biggest stars, including four of the top five players in the world.

The purse is $3.5 million, though the primary income for these players is appearance money, likely to be in the $1 million range for the biggest names.

The golfing champions signed up to play for the European Tour event last April, well before Saudi agents killed Khashoggi. Even so, at least one big-name player pulled back. UNICEF ambassador Paul Casey has also said he’d “sit this one out.”

China must treat detained Canadians fairly, says NATO chief Jens Stoltenberg

BUCHAREST, Romania — NATO’s chief is calling on China to treat two Canadians detained in the country “fairly and with due process.”

In his first public comments about the case, Secretary-General Jens Stoltenberg said today that he was following their case “with concern.”

He called on Beijing to address the concerns of the Canadian government, which wants the pair to be “immediately released.”

Diplomat Michael Kovrig and entrepreneur Michael Spavor have been detained in China since December for allegedly endangering national security.

Their arrests came shortly after Canadian authorities in Vancouver arrested Meng Wanzhou, a senior executive with Chinese firm Huawei Technologies, who is wanted by the U.S. on fraud charges.

Another Canadian, Robert Lloyd Schellenberg, received a death sentence for a previous drug-smuggling conviction, a harsher penalty than the 15 years of imprisonment he’d already been given.

Nurse indicted on charges of raping incapacitated woman

PHOENIX — A nurse suspected of raping an incapacitated woman who later gave birth at a long-term care facility in Phoenix has been indicted on charges of sexual assault and abuse of a vulnerable adult.

The document filed Tuesday mirrors charges that prosecutors filed last week against 36-year-old Nathan Dorceus Sutherland.

Sutherland is expected to enter a plea to the charges at an arraignment hearing next Tuesday.

His attorney, David Gregan, didn’t immediately return a call Wednesday seeking comment.

Authorities say the 29-year-old victim was raped by Sutherland at Hacienda HealthCare. He was fired after his arrest.

Gregan has previously said there’s no direct evidence linking Sutherland to the rape, but investigators say Sutherland’s DNA matched a sample from the newborn.

Workers at Hacienda say they didn’t know the woman was pregnant.

Charlie Sheen has narrowly escaped being homeless after failing to pay the mortgage on his Beverly Hill mansion, RadarOnline.com reported.

The disgraced former Two and a Half Men star allegedly owes $86,091 on his ritzy seven-bedroom, seven-bathroom crib, putting the property in pre-foreclosure.

The HIV-positive actor — who was once worth $125 million — reportedly wrote a check on Jan. 10 to cover six months of missed payments.

Sheen, 53, has been trying to unload the $8.5 million home for months, but hasn’t had any takers.

Once the highest-paid star on TV, Sheen pocketed a cool $1.8 million per episode for his now-cancelled sitcom.

But after admitting he shelled out hundreds of thousands in hush money to former lovers, Sheen claimed he was in “dire” straits and even got his monthly child support payments for his two kids with ex Denise Richards slashed by the court.

“Since June 2016, my income has changed significantly,” Sheen wrote in his appeal to pay less. “I have been unable to find steady work and have been blacklisted from many aspects of the entertainment industry.

“All of this has resulted in a significant reduction in my earnings.”

Mystery tunnel found pointing toward Florida bank branch is ‘unique’: FBI

PEMBROKE PINES, Fla. — The FBI and local police are investigating a Miami-area mystery: Who dug a narrow tunnel that burrowed beneath a road and pointed toward a quiet suburban bank branch office?

FBI spokesman Mike Leverock said Wednesday that officials were notified after a motorist reported what looked like a sinkhole in a street near a Chase Bank branch in Pembroke Pines.

Investigators found an entrance hole in a nearby wooded area that contained a small electric generator and some electrical cords. The tunnel led under the road toward the bank, a distance of about 50 yards (45 metres) and it was only about 2 feet (60 centimetres) wide.

“The only thing I’ve ever seen like this is in the movies. This is truly a unique case here,” Leverock said. “It’s very small, very claustrophobic.”

Investigators said the tunnel appeared to be dug by hand using tools such as a pickaxe, with a small wagon used to transport dirt and rock outside, Leverock said. A small ladder and a pair of muddy boots were also found inside.

A cadaver dog determined there were no bodies inside the tunnel. It wasn’t immediately clear how long the underground structure had been there.

“They could have been here a week ago, last night. We don’t know at this time,” Leverock said.

Heavy equipment, including a backhoe, was brought in to dig up the tunnel.

“It’s going to be a while,” Leverock said of the investigation. “We’re going to dig up the whole thing.”

There was no robbery at the bank, no arrests have been made and no suspects were immediately identified. The bank remained open Wednesday, although some drive-up windows near the tunnel were closed.

Pembroke Pines is about 20 miles (32 kilometres) southwest of Fort Lauderdale.

The FBI asked anyone with information about the tunnel or anyone who may have noticed people in the area during the night to contact the bureau’s South Florida field office at 754-703-2000.

Sharing a snap of the finished inking on her Instagram page, Ariana wrote: “This felt super good @kanenavasard jk (everyone thinks this is a fake hand but it’s indeed… my hand.”

However, fans were quick to point out the design was actually missing a symbol, and therefore translates differently.

“Ariana Grande’s new tattoo means Japanese style bbq grill, not 7 rings. If you want to know about (the symbols) just google ‘SHICHIRIN’,” one wrote, while another added: “Imagine getting bbq grill tattooed on your palm.”

Ariana then responded to her critics, insisting she wouldn’t have managed to have another symbol added to the tattoo because its placement meant it was incredibly painful to have done.

“Indeed, I left out (the other symbol) which should have gone in between,” she wrote. “It hurt like f— n still looks tight. I wouldn’t have lasted one more symbol lmao (laugh my a– off). But this spot also peels a ton and won’t last so if I miss it enough I’ll suffer thru the whole thing next time.”

Poking fun at the mistake, Ariana added: “Also… huge fan of tiny bbq grills.”

She later deleted the initial tattoo picture and her tweet responding to the misspelling.

Ariana isn’t the only star to have had a misspelled tattoo. Britney Spears had hoped to have the word “mysterious” inked on her hip in Chinese characters, but an error means she actually has “strange” tattooed there instead. Police: No video yet showing ‘Empire’ actor Jussie Smollett being attacked

CHICAGO — Detectives have reviewed surveillance footage of “Empire” actor Jussie Smollett walking to a downtown Chicago apartment after an early morning visit to a Subway restaurant, but none of it showed an attack on the actor, a police official said Wednesday.

Investigators “for the most part” can confirm the route Smollett took early Tuesday when he says he was attacked by two masked men along a street in the Streeterville neighbourhood, police spokesman Anthony Guglielmi said. However, there are gaps and none of the footage police have reviewed shows an attack, he said, noting that the review is ongoing.

Smollett, who is black and gay and who plays the gay character Jamal Lyon on the hit Fox television show, said the men beat him, subjected him to racist and homophobic insults, threw an “unknown chemical substance” on him and put a thin rope around his neck before fleeing.

Guglielmi said detectives who are investigating the allegations as a possible hate crime have looked at hundreds of hours of surveillance video from businesses and hotels in the heavily monitored area. But he said they still need to collect and view more. He said they are expanding the search to include footage from public buses and buildings beyond the scene’s immediate vicinity in the hopes of spotting the men who match Smollett’s description of the suspects.

“We haven’t seen anybody, at this point, matching the description he gave, nobody looks menacing and we didn’t find a container anywhere,” Guglielmi said, referring to a container for the liquid that the actor said was thrown at him.

Smollett, 36, returned to his apartment and his manager called police from there about 40 minutes later, Guglielmi said. When officers arrived, the actor had cuts and scrapes on his face and the “thin rope” around his neck that he said had been put there by his assailant, he said. Smollett later went to Northwestern Memorial Hospital after police advised him to do so.

The FBI is investigating a threatening letter targeting Smollett that was sent last week to the Fox studio in Chicago where “Empire” is filmed, Guglielmi said. The FBI did not immediately return a call seeking comment Wednesday, but Bobby Rush, a Democratic congressman from Chicago, issued a statement calling on the agency to conduct “an immediate and sweeping civil rights investigation into the racist and homophobic attack.”

In addition to his acting career, Smollett has a musical career and is a noted activist, particularly on LBGTQ issues.

There has been a flood of outrage and support for Smollett on social media. Among the many celebrities and politicians who weighed in was California Sen. Kamala Harris, a 2020 Democratic presidential hopeful who knows Smollett. She called the attack “outrageous” and “awful.”

Some of the outrage stems from Smollett’s account to detectives that his attackers yelled that he was in “MAGA country,” an apparent reference to the Trump campaign’s “Make America Great Again” slogan, which some critics of the president have decried as racist and discriminatory.

Chicago has one of the most sophisticated and extensive video surveillance systems in the U.S., with thousands of cameras on street poles, skyscrapers, buses and in train tunnels.

Police say the cameras have helped them make thousands of arrests. In one of the best known examples of the department’s use of the cameras, investigators in 2009 were able to recreate a school board president’s 20-minute drive through the city, singling out his car on a succession of surveillance cameras to help them determine that he committed suicide and had not been followed and killed by someone else, as his friends speculated.

Railroad settles suit in 2014 death of ‘Midnight Rider’ camera assistant

SAVANNAH, Ga. — A railroad owner has settled a civil lawsuit by the family of a film worker killed in a 2014 train collision on its tracks in Georgia, ending the company’s appeal of a US$3.9-million jury verdict in the case.

Court records show CSX Transportation finalized the confidential settlement with Sarah Jones’ family Jan. 24. Jones was killed Feb. 20, 2014, when a freight train southwest of Savannah slammed into film workers shooting Midnight Rider, a movie about singer Gregg Allman.

Though CSX had denied filmmakers permission to shoot on its property, a jury in 2017 ordered CSX to pay $3.9 million in damages. The company appealed the verdict.

5 top public servants to warn of major meddling with next federal election

OTTAWA — An impartial group of senior bureaucrats will warn Canadians if malicious actors try to manipulate the outcome of this fall’s federal election.

The Trudeau government announced the “critical election incident protocol” on Wednesday as part of a series of new measures aimed at ensuring a fair election on Oct. 21, free from malign foreign interference.

Under the protocol, five senior public servants will have the authority to decide when an incident is egregious enough to warrant going public in the midst of a campaign. They will not need the approval of their political masters who could have a partisan interest in disclosing — or withholding — the information.

“Our goal was to find a way to instill confidence in both the message and messenger, while remaining impartial,” Democratic Institutions Minister Karina Gould told a news conference, flanked by Public Safety Minister Ralph Goodale and Defence Minister Harjit Sajjan.

“Let me be clear: This is not about refereeing the election. This about alerting Canadians of an incident that jeopardizes their rights to a free and fair election.”

The protocol is intended to avoid the dilemma that faced James Comey, the FBI director during the 2016 U.S. presidential campaign, when he was confronted with evidence of Russian interference apparently aimed at boosting Donald Trump.

Comey had wanted to publish an op-ed article months prior to the election, warning Americans about Russian interference. He was overruled by Barack Obama’s outgoing administration, which eventually went public with the information weeks before the vote.

The five public servants charged with determining what should be revealed during a Canadian federal campaign are: the clerk of the Privy Council, the government’s national security adviser, and the deputy ministers of Justice, Public Safety and Global Affairs. They will act based on evidence provided by national security agencies.

The protocol will apply only during the official campaign, known as the writ period. Outside that period, national security agencies will continue to inform the prime minister and democratic institutions minister of specific incidents of foreign interference and it will be up to them to decide when or if to make the details public.

The government said the threshold for going public during the campaign will be high, applying only to serious cyberattacks or orchestrated disinformation campaigns through social media to undermine the integrity of an election. While aimed primarily at foreign actors, officials said the protocol will also apply to domestic actors whose activities fall outside the purview of the police or the commissioner of elections.

Officials stressed there is no intention to police routine political spin during a campaign. But NDP democratic reform critic Nathan Cullen doubted a committee of public servants named to their posts by the Liberal government will be seen as sufficiently impartial should it drop a “political bombshell” about foreign interference into the midst of an election campaign. He urged the government to add the independent chief electoral officer — who is answerable to Parliament, not the government — to the committee.

Cullen also said the government needs to compel social media giants, such as Facebook, Google and Twitter, to take action to prevent their platforms from being used to disseminate fake news, destabilize society or subvert the democratic process. The measures announced Wednesday include only Gould’s assertion that the government “expects” social media companies to take concrete steps to promote “transparency, authenticity and integrity” on their platforms.

Gould, who is in discussions with social media companies, said steps would include removing fake accounts and full disclosure of political ads run on the platforms.

Facebook Canada’s head of public policy, Kevin Chan, said in a statement that “these are the same expectations we hold ourselves accountable to at Facebook.” He cited Facebook’s “Info and Ads” tool and third party fact checking efforts.

Facebook is under criticism for recently blocking tools used by organizations like ProPublica to inform Facebook users how they are being targeted by political ads. If true, Gould said that would be disappointing.

Chan said the move was not about making ads less transparent or making Facebook less accountable. Rather, he said it was the result of a routine update to prevent unauthorized access by third parties like ad-scraping and web browser plug-ins that can be misused and “expose people’s information to bad actors in ways they did not expect.”

Other measures announced by the government Wednesday include:

— $7.1 million for digital, news and civic literacy programs to help Canadians be less susceptible to malicious online practices.

— Expanding the scope of the “Get Cyber Safe” public awareness campaign to educate Canadians about steps they can take to protect themselves from cyberthreats to Canada’s democratic processes.

— Creation of a task force on security and intelligence threats to elections (SITE), composed of representatives of the Communications Security Establishment, the Canadian Security Intelligence Service, the RCMP and Global Affairs Canada. The task force aims to prevent covert, clandestine or criminal activities from interfering in the electoral process.

— Creation of an RCMP investigative team devoted to investigating and disrupting criminal acts related to foreign electoral interference.

— Creation of a unit within Global Affairs devoted to co-ordinating a rapid response by Canada and its G7 partners when it comes to identifying, preventing and responding to threats to democracies.

The measures come on the heels of omnibus legislation enacted shortly before Christmas, which among other things bans advocacy groups from using foreign money for political activities, requires social media platforms to keep a registry of all political ads and gives new powers to the elections commissioner to investigate violations of election laws, including a new offence of interference with a computer to influence the outcome of an election.

Grammy-winning R&B singer James Ingram, who also sang ‘Somewhere Out There’ with Linda Ronstadt, dead at 66

NEW YORK — James Ingram, the Grammy-winning singer who launched multiple hits on the R&B and pop charts and earned two Oscar nominations for his songwriting, has died. He was 66.

Debbie Allen, an actress-choreographer and frequent collaborator with Ingram, announced his death on Twitter on Tuesday. Attempts by The Associated Press to confirm his death with Ingram’s family or representatives have been unsuccessful.

Ingram was born Feb. 16, 1952 in Akron, Ohio.

He appeared on Quincy Jones’ 1981 album, The Dude, which earned him three Grammy nominations and one win for best R&B male vocal performance for One Hundred Ways.

In a statement Tuesday, Jones called Ingram his “baby brother.”

“With that soulful, whisky sounding voice, James Ingram was simply magical … every beautiful note that James sang pierced your essence and comfortably made itself at home,” Jones said. “But it was really no surprise because James was a beautiful human being, with a heart the size of the moon. James Ingram was, and always will be, beyond compare.”

In 1983 Ingram released his debut album, It’s Your Night, which included the hit Yah Mo Be There. The song, which featured Michael McDonald, became a Top 20 hit on the Billboard pop charts and won the Grammy for best R&B performance by a duo or group with vocal.

Ingram also reached the top of the pop charts twice with the songs I Don’t Have the Heart and Baby, Come to Me, a duet with Patti Austin.

Somewhere Out There, Ingram’s collaboration with Linda Ronstadt from the 1986 film An American Tail, reached No. 2 on the pop charts.

Ingram was also a talented songwriter: Alongside Jones, he co-wrote Michael Jackson’s P.Y.T. (Pretty Young Thing), earning him a Grammy nomination for best R&B song. Ingram scored Oscar nominations for best original song with The Day I Fall In Love from Beethoven’s 2nd and Look What Love Has Done from Junior.

Both tracks also competed for best original song at the Golden Globes.

Natural Born Killers star Juliette Lewis is shocked so many American women are lusting after serial killer Ted Bundy following the release of a new Netflix docu-series.

Female fans have lit up Twitter in the past week, since Conversations With a Killer: The Ted Bundy Tapes went live on the streaming service, fawning over the murderer, and Lewis cannot believe he has become a national treasure.

“It’s so disgusting,” she tells TMZ. “People lack imagination. Do they really need the clown to be right in their face to know what garbage they’re looking at?

But Juliette has no problem with Zac Efron’s upcoming portrayal of Bundy in Extremely Wicked, Shockingly Evil & Vile, insisting she hopes Joe Berliner’s film shines a light on just how sick the killer was.

“I can see it, because you’re showcasing why people didn’t suspect the guy,” she says.

The serial killer, kidnapper, and rapist eventually confessed to 30 homicides in seven states between 1974 and 1978. He was executed in prison in 1989.

Netflix bosses are so disturbed by the comments women are making about Bundy on social media, they’ve released a statement reminding viewers Ted was a sick and twisted individual.

“I’ve seen a lot of talk about Ted Bundy’s alleged hotness and would like to gently remind everyone that there are literally THOUSANDS of hot men on the service (Netflix) – almost all of whom are not convicted serial murderers,” the message reads.

French actress to play Celine Dion in biopic

French actress and director Valerie Lemercier is developing a new movie about Celine Dion’s life.

The Avenue Montaigne star will play the singer in biopic The Power Of Love – and Dion has given her blessing, offering up her most famous songs for the soundtrack.

According to Deadline, the film will chronicle Dion’s life from the 1960s to the present day, detailing her relationship with the late Rene Angelil, the man who discovered her as a child star, became her manager and later her husband.

Two-time Cesar winner Lemercier will also direct from her own script.

Shooting is due to start in France this spring.

Hangxiety: When A Hangover Gives You Anxiety

For some, a hangover is accompanied by feelings of guilt and stress, which are known as hangxiety. According to David Nutt, professor of neuropsychopharmacology at Imperial College, London, alcohol affects the Gaba (gamma-aminobutyric acid) receptor, which delivers chemical messages through the brain and central nervous system to suppress the activity of nerve cells. The action reduces excitement, leading to the feeling of relaxation you may experience when drinking alcohol.

After a couple of drinks, the body begins to block glutamate, which transmits excitement in the brain. “More glutamate means more anxiety,” says Nutt. “Less glutamate means less anxiety.” Despite reducing anxiety, drinking creates an imbalance. While drinking, the body attempts to bring Gaba levels down, and increase glutamate. When you stop consuming alcohol, you are left with insufficient Gaba function and an upsurge of glutamate, which results in anxiety. Afterwards, the brain can take a few days to adjust. Alcohol consumption also results in an increase in noradrenaline, the fight-or-flight hormone. Noradrenaline reduces stress while drinking yet increases it in withdrawal.

These symptoms affect people differently. A study published in the journal Personality and Individual Differences revealed that people disposed to shyness had higher levels of anxiety after drinking than people who weren’t shy as a result of feeling guilt or shame about what they may have said or done the night before. “People who are more highly anxious are more prone to rumination, going over thoughts about the night before, so that’s another potential mechanism,” says Celia Morgan, professor of psychopharmacology at the University of Exeter.

Morgan suggests that if you have experienced hangxiety you should consider how you will feel the following day before starting to drink. Oftentimes, people prone to hangxiety rely upon alcohol to reduce their angst, which can create a vicious cycle. “Drinking might fix social anxiety in the short term, but in the long term it might have pretty detrimental consequences,” Morgan says.

There may be hope for people who suffer from hangxiety in the future. Nutt is currently involved in a project to develop an alcoholic drink that retains the positive properties of alcohol but removes the negative effects. “Alcosynth”, as it is currently called, will have the same effect as alcohol but won’t destabilize the Gaba and glutamate. “We’re in the second stage of fundraising to take it through to a product,” Nutt says. “The industry knows [alcohol] is a toxic substance. If it was discovered today, it would be illegal as a foodstuff.”

Until Alcosynth becomes available, Nutt says that people should avoid treating hangxiety with alcohol. “When people start drinking in the mornings to get over their hangxiety, then they’re in the cycle of dependence. It’s a very slippery slope,” he adds.

Milo Ventimiglia named Hasty Pudding Man of the Year

CAMBRIDGE, Mass. — Milo Ventimiglia, who stars as Jack Pearson in the award-winning hit television drama “This is Us,” was named 2019 Man of the Year Wednesday by Harvard University’s Hasty Pudding Theatricals.

Ventimiglia was selected because he has made “significant impressions on television and film,” the oldest theatrical organization in the U.S. said in a statement.

It also didn’t hurt that he played heartthrob Jess Mariano on the television show “Gilmore Girls” from 2001 to 2006.

“We’ve loved his performances in ‘This is Us,’ ‘Heroes,’ and ‘Gilmore Girls,’ but more importantly, he is the childhood crush of our two esteemed producers, Elizabeth (Mann) and Mariana (Sanchez-Medina),” Hasty Pudding President Grace Ramsey said in a statement.

The Emmy-nominated actor will receive his pudding pot at a celebratory roast at Harvard scheduled for Feb. 8.

Ventimiglia will then attend the opening night of Hasty Pudding’s latest production, “France France Revolution,” its first to feature women in the cast.

Although women have involved with Hasty Pudding Theatricals since the 1930s, the onstage cast has traditionally been all male, even for female roles. The organization announced last year that women would be included in the cast.

Ventimiglia has also been involved with the Iraq and Afghanistan Veterans of America, which supports veterans who need help when they return home from war. His character on “This Is Us” is a Vietnam War veteran, and Ventimiglia’s real-life dad is also a veteran.

Hasty Pudding, which dates back to the late 18th century, has honoured a Man of the Year since 1967, and previous winners include Clint Eastwood, Tom Hanks and Christopher Walken. Paul Rudd was honoured last year.

Bryce Dallas Howard was named Hasty Pudding’s Woman of the Year on Tuesday.

Police: Man strikes ‘Karate Kid’ pose before stealing purse at gas station

SWANSEA, S.C. — Police say a man launched into Mr. Miyagi’s famous crane kick pose before stealing a purse at a gas station in South Carolina.

Swansea police posted photos from surveillance video on Facebook showing the man striking the pose from the 1984 film “The Karate Kid.” Police say the man took the purse from a vehicle at a gas station on Saturday.

Police say the pose appears to be the man’s “unique” ritual. Surveillance photos show him in the stance that Mr. Miyagi taught Daniel LaRusso in the movie.

Police say in a Tuesday post that the man has been identified and warrants are forthcoming. News outlets report the man’s name and charges weren’t available Wednesday morning.

Canada reduces presence in Cuba after another diplomat falls mysteriously ill

OTTAWA — A 14th Canadian has fallen ill to an unexplained illness in Havana, Cuba, prompting further reductions in embassy staffing in the country.

This latest case involves a diplomat who arrived in the summer and reported symptoms on Dec. 29 of a mysterious illness that causes problems including nausea, dizziness, headaches and trouble concentrating.

The fact that a recently arrived diplomat reported symptoms underscores the likelihood that the undiagnosed ailment that has afflicted Canadian and American diplomats is still a threat.

Canadian government officials, speaking on the condition of anonymity, said Wednesday that Global Affairs Canada will consider halving its diplomatic presence in the Cuban capital, potentially reducing its representation by eight people from the current 16 serving in the Havana embassy.

The remaining diplomats will deliver full consular services but other programs will have to be adjusted in the coming weeks.

The move follows the downsizing in April that determined that diplomats posted to Cuba would not be accompanied by families and dependents due to the uncertainty.

In November, a 13th Canadian reported symptoms, sparking a new round of medical testing that turned up the next case in December. The November case was the first to be reported since October 2017, officials said.

“These recent confirmed cases demonstrate that these incidents are still ongoing,” said one official.

The RCMP is leading an investigation into the cause of the ailments that have affected both serving diplomats and family members and have also struck several American diplomats in Havana.

Canadian authorities say they are getting good co-operation from the Cuban government, which is also frustrated by the incidents.

“Overall, we have a multifaceted relationship with Cuba, which is very positive and continues,” said another official.

However, the incidents have aggravated the already strained relations between Cuba and the United States. The Cuban government says the Trump administration is using the issue to roll back new measures instituted by the Obama administration to re-engage with its Caribbean island neighbour after five decades of tensions dating back to the height of the Cold War.

The U.S. withdrew most of its non-essential diplomatic staff in September 2017 but Canada did not.

Officials said the government made assessments based on “evidence” in taking its various decisions to gradually reduce Canada’s diplomatic footprint in Cuba, which hosts an average of one million sun-seeking Canadian tourists annually.

“There is no evidence that Canadian travellers to Cuba are at risk,” Global Affairs Canada said Wednesday, adding that travellers should continue to consult the government’s travel advisories.

Canadian officials say they are co-operating fully with their American counterparts but refused to say whether the fact the Cubans and Americans aren’t getting along is having an effect on the search for the mysterious cause.

Speculation has focused on some kind of acoustic or microwave assault, unknown contaminants and even chirping crickets. Officials have all but ruled out environmental factors — such as toxins in the air, soil or water — and no longer suspect a sonic attack is to blame.
